		<description>I recently reviewed an ITILv3 book as part of the public QA.  Good stuff.  Advances the framework by leaps and bounds.  I&#039;ve read the doc twice and will likely reread.  Way too much to absorb in one pass.  It moves ITIL from the Service Desk to the CIO&#039;s office.

I&#039;d say the new philosophy is &quot;enable customer outcomes.&quot;</description>
